The schools are being provided financial support from the government and they are frantic to sell a diploma. We boast of a high college entrance rare; about 79 percent of high school graduates enter colleges. However, the trend has resulted in a great increase in the number of colleges; as will as more of these colleges failing to overcome financial difficulty.
    Recently, the Education Ministry listed private colleges and universities which were badly managed

The 43 universities will be subject to restricts in receiving government assistance. 17 schools of the 43 universities will face restrictions in student loans on the basic of criteria such as the post graduate employment placement, and the number of full-time instructors. In Daejeon, two universities were listed. These universities will be unable to apply for the next year's government financial support. They also will face severe restrictions in freshman loans.
    Something must be wrong. How can we simply evaluate the universities on the basis of the rete of uncreased tution fee and post graduate employment placement? If the employment rate is c rucial, each department would organize curriculum solely ficused on gaining employment. If so, the university would be degraded into a simple job training center. Also, I am about doubtful the poor evaluation index. The Education Ministry said they
 
evaluated open data; such as the number of enrolled students, the rate of graduate employment, the number of full time instructors, and the amount of scholarships. However the data should have verified. Some universities use all every possible mean'; to inflate their statistics for the sake of boasting their images. Therefore, innocent victims are hound to come out.
    For instance, many of the physical education graduates were not included the employment. For example, though Chugye University for the Arts and Sangmyung University have good reputations for art education, they were selected as bad schools, This is unfair. In case of Chugye University for the Arts, two of the four criteria, the number of full-time instruction and tuition returning rates are not so high, but this university is renowned. So, I would say the evaluation system is deeply flawed. 
 

    The same problem is also true in evaluating National Universities of Education. For example, Korea National University of Education fell into victim due to low scholarship rate, and low post graduate employment placement. The criterion set by the Ministry of Education is unreasonable and unfair. The government's cruse policy of evaluating universities needs to be modified.
    Restructuring and transforming universities according to the wrong criteria is a very dangerous policy. So, it is time to devise a more objective and reasonable set of criteria and apply it to evaluating all universities, if an evaluation is necessary. We do not want bureaucracy and unreasonableness to prevail in higher education.
