The popularity of Over-the-Top (OTT) services has rapidly increased in recent years. These service provide various types of content such as dramas, movies, and educational materials through the Internet. The number of OTT platform users began to increase in 2020 when external activities were limited due to COVID-19. Users can access a platform's services for a certain amount of money per month, which is relatively cheap at around 10,000 won. Above all, it is a great that users can watch content anytime and anywhere. Netflix, a leading OTT platform, is currently the largest provider with more than 200 million members in more than 190 countries.

However, as the popularity of OTT services surge, illegal streaming sites are also gaining ground. These sites offer paid content from OTT platforms online without permission, making them openly commit illegal acts that violate copyright laws. The most frequently site is a huge popular illegal streaming site called Noonoo tv.

Noonoo TV is an illegal video streaming site that offers not only the same dramas and movies streaming on OTT platforms, but also major programs on terrestrial and cable TVs, and overseas movies for free. In Korea, Noonoo TV has 10 million monthly users, almost equivalent to Netflix, which has 12.58 million users. To date, the total number of video views on Noonoo TV has reached about 1.5 billion. Based on the number of views and the number of site users, the amount of copyright damage caused by Noonoo TV is estimated to be around 5 trillion won. Thus, it is clear that illegal streaming sites are prevalent in society, and many people are using them without feeling guilt about committing illegal activities.

Cracking down on illegal streaming sites, however, is proving to be a challenging task. The Police have implementend several measures to block such sites, but these have failed to prevent them from being accessed. One reason for this is the difficulty in identifying the location of an illegal site's headquarters, as their servers are often based overseas and international cooperation can be porr. Even if measures are taken to block an illegal site, they can become futile if the site operator simply witches to a new domain. Noonoo tv, for example, avoids detection by periodically changing its domain address, making it seem as though they are mocking the efforts of the police.

It is also a problem that the punishment is too weak. According to Article 136 of the Copyright Act, there is the provision that a person who violates copyright law can be sentenced to up to five years in prison and fined up to 50 million won. However, considering the huge amount of damage and the pain caused to the creators, this punishment is inadequate.

Therefore, the most fundamental action that can be taken is for viewers to simply refrain from accessing illegal sites. It is well known that the unauthorized distribution of copyrighted works is illegal, but it is important to understand that viewing such works is also an infringement of the law. To enjoy OTT content, we must pay the appropriate obligations must be enforced. Indeed, it is time for users of illegal streaming sites to realize the harm they are causing.
